Transform AltmanAI's governance framework from an organization-level policy statement into a measurable, reviewable credibility baseline with an enforceable founder-approval mechanism and reusable repo-level evidence scaffolding.

Changes

• adds CREDIBILITY_SCORECARD.md covering the 14 currently public repositories;
• adds a machine-readable CSV scorecard;
• adds the Q3 2026 credibility baseline report;
• adds a path-sensitive GitHub Action for governance, security, contribution, documentation, profile, workflow, release, and version changes;
• requires the configured Founder account to post the exact standalone phrase All Clear for Impact before the governed-path check passes;
• preserves approval in the pull-request timeline and does not permit AI or automation to generate or infer approval;
• adds reusable repository templates for GOVERNANCE.md, PROOF.md, DECISION_LOG.md, and DEPENDENCIES.md.

Material findings

• active baseline: 62.4/100 under the published methodology;
• organization policy is stronger than repo-level evidence and enforcement;
• nine sampled strategic repositories lack a root PROOF.md;
• one confirmed material AI-disclosure gap exists in the reviewed human-first-ai PR;
• dependency and dedicated secret-scan status remain explicitly unverified;
• no claim of zero vulnerabilities or complete secret absence is made.

Scope and limitations

This PR does not modify application code, production systems, repository descriptions, historical minted artifacts, secrets, or private findings. It does not complete the six-week initiative by itself. It establishes the public baseline, the first enforceable approval control, and the canonical templates for the repo-by-repo hardening phase.
